I have the honour to acknowledge the receipt of Your Excellency's enquiry contained in Your Note No. 149 of the 24th of September on the subject of the prohibition of the delivery to British Indians in China of the seditious newspaper entitled Gadr.

The above was referred to the Authorities con- cerned and in reply I have the honour to inform Your Excellency, pursuant to the reply now received from those authorities, that the Imperial Government, although such prohibition lacks the authority of treaty and law, have decided as a special method of treatment at this juncture not to effect the transmission and delivery of the said print in the event of matter being discovered containing it among the general ordinary postal matter, and they have issued instruc- tions to the various Imperial Japanese Offices con- cerned in China.

As regards matter arriving in mail matter, e.g. registered, etc., other than the general ordinary postal matter I regret that it is not possible to deal with this in the above manner, but I believe that in practice such a case hardly ever presents itself. I avail etc.
